New legislation recognises that previously looked-after children will have the same needs even though their care status has changed and places greater emphasis of responsibilities for schools when a child moves out of care. Previously looked-after children start with the disadvantage of their pre-care experiences. These do not just disappear when they move to a permanent placement and may continue to have a significant impact on their learning.

They use local property as a base for activities, which involves taking over the home of a vulnerable adult who’s unable to challenge them.
