Artificial intelligence is no longer an abstract innovation. It already shapes everyday organisational decisions — from recruitment and workforce analytics to performance evaluation and risk assessment. As AI systems become more deeply embedded in business processes, the question is no longer whether organisations use AI, but how responsibly and competently they do so.

With the EU Artificial Intelligence Act (EU AI Act), the European Union has introduced the world’s first comprehensive legal framework for artificial intelligence. While much attention is given to high-risk AI systems and prohibitions, Article 4 focuses on a more fundamental requirement: AI literacy.

Article 4 of the EU AI Act: Understanding the AI Literacy Obligation

Article 4 requires that providers and deployers of AI systems ensure a sufficient level of AI literacy among persons who operate or use AI systems on their behalf. This obligation applies across sectors and roles and must be adapted to:

  • the individual’s knowledge, experience, and responsibilities,
  • the context in which the AI system is used, and
  • the potential impact of the system on individuals and society.

AI literacy, as defined by the EU AI Act, does not mean technical expertise or programming skills. Instead, it refers to the ability to understand, interpret, and critically assess AI systems and their outputs. In practice, this makes Article 4 a continuous organisational responsibility rather than a one-time compliance exercise.

Why AI Literacy Is a Core Element of AI Governance

AI governance is often associated with policies, documentation, and oversight structures. These elements are essential, but they only function effectively when people are capable of applying them in real-world situations.

AI literacy bridges this gap. It enables organisations to:

  • apply human oversight meaningfully rather than formally,
  • recognise risks such as bias, misuse, or over-automation,
  • question AI outputs instead of treating them as objective truth, and
  • remain accountable for AI-supported decisions.

From a governance perspective, AI literacy acts as a preventive control mechanism. It reduces the likelihood of inappropriate reliance on automated systems and strengthens responsible decision-making.

AI in HR: A Practical Governance Perspective

Human Resources is one of the areas where AI governance and AI literacy intersect most visibly. Many organisations use AI-supported tools for CV screening, candidate ranking, or workforce analytics.

In line with Article 4, HR professionals must be able to:

  • understand the purpose and limits of AI-supported tools,
  • identify potential bias or discriminatory patterns,
  • interpret results in context rather than in isolation, and
  • ensure that final decisions remain subject to human judgement.

Without sufficient AI literacy, there is a risk that algorithmic outputs are perceived as neutral or infallible. This can lead to unfair outcomes, legal exposure, and loss of trust among applicants and employees. AI literacy helps prevent such risks by reinforcing the role of informed human oversight.

Key Risks Addressed Through AI Literacy

Across organisations, three recurring risk dimensions illustrate the importance of AI literacy:

Bias and discrimination AI systems can reflect historical inequalities present in training data. AI-literate users are better equipped to recognise warning signs, question outcomes, and initiate corrective action.

Lack of transparency When AI systems operate as “black boxes,” accountability becomes fragile. AI literacy supports transparency by enabling users to explain system behaviour at a functional level and communicate decisions clearly.

Accountability gaps AI does not replace responsibility. Article 4 reinforces that organisations remain accountable for AI-supported decisions, which requires people who understand their role within the AI governance framework.

Human Oversight Requires Competence

The EU AI Act consistently emphasises human oversight, but oversight without understanding is ineffective. Human involvement only adds value when individuals are able to assess AI outputs critically and intervene when necessary.

AI literacy ensures that human oversight is operational rather than symbolic. It enables early detection of issues and supports responsible escalation before harm occurs.

From Compliance to Organisational Capability

Although Article 4 is a legal requirement, its value extends beyond regulatory compliance. Organisations that invest in AI literacy often experience:

  • improved decision quality,
  • more confident and consistent AI use,
  • reduced compliance and reputational risks, and
  • stronger internal and external trust.

In practice, AI literacy is most effective when treated as an ongoing capability, supported by role-specific learning and regular updates as AI systems and use cases evolve.

From Regulation to Practice

The EU AI Act marks a turning point in the regulation of artificial intelligence in Europe. Article 4 makes clear that responsible AI begins with people. AI literacy forms the foundation for effective AI governance, meaningful human oversight, and accountable decision-making.

As AI becomes unavoidable in modern organisations, understanding how to use it responsibly is no longer optional. It is a prerequisite for ethical, compliant, and sustainable leadership in the digital age.
