Much of the research that has proved most consequential over the past half-century has emerged at the boundaries between established fields rather than at their centres (4). The organisation of professional development has not always followed suit. Continuing professional development (CPD) is still often commonly built around discrete technical roles, with each curriculum drawn tightly to the boundaries of a single function. This article considers why that arrangement increasingly under serves practitioners, and what a more integrative design would involve in practice, while acknowledging that specialisation retains genuine value and should not be discarded in the pursuit of breadth.

The Limits of Siloed Learning

Role-based training is efficient because it is bounded. Its content can be specified precisely, its delivery standardised, and its completion recorded without ambiguity. The difficulty is that few consequential problems arrive in a form that respects those boundaries. A decision about implementing a new process typically carries technical, legal, financial, ethical and human dimensions at once, and the practitioner who has been trained exclusively in one of these will tend to recognise only the portion of the problem their training has equipped them to see.

This is not a deficiency of ability but of framing. When learning is organised so that each discipline is encountered in isolation, learners acquire well-formed schemas within domains and few connections between them. The predictable result is that knowledge can remain inert: available in the setting where it was taught, but not retrieved when the same principle appears in unfamiliar clothing (1). Surveys of employer requirements consistently place integrative capacities, analytical thinking, judgement under ambiguity and collaboration across functions, alongside technical proficiency rather than beneath it (6). A curriculum that never asks a learner to hold two disciplines in view at the same time is unlikely to develop those capacities incidentally.

Cross-Disciplinary Curriculum Design

Integration is a design decision, not an aspiration, and it fails when treated as the simple addition of extra subjects. A programme that appends an ethics module to a technical sequence has placed two disciplines in proximity without requiring any relationship between them. Genuine integration begins at the level of learning outcomes: at least some outcomes should be written so that they cannot be satisfied from within a single knowledge base. An outcome such as evaluating a proposed operational change against both efficiency criteria and governance obligations forces the two domains into contact, because a response drawing on only one of them is incomplete by definition.

Three structural approaches are broadly applicable. The first is the paired-lens module, in which a single subject is examined successively through two disciplinary frames, with an explicit final task requiring reconciliation of the two readings. The second is the spine, a continuing thread, commonly ethical reasoning, quality assurance or evidence appraisal, that runs through every module of a programme rather than occupying one of them (5). The third is the capstone, positioned late in a programme, where accumulated learning is applied to an unstructured problem. Each approach is neutral as to sector and can be applied to general corporate, technical or postgraduate-level provision. Constructive alignment remains the governing principle: outcomes, activities and assessment should all reflect the integrative intent, since learners reasonably attend to whatever assessment rewards (1).

Designing the Activities

Case material is the most practical vehicle for cross-disciplinary work, but only when it is constructed to resist single-discipline solutions. A case that yields to the correct technical calculation is a technical exercise regardless of the surrounding narrative. Useful cases share several features. They present incomplete information, so that learners must identify what is missing and how to proceed without it. They contain competing legitimate interests rather than a hidden right answer, which is what makes reconciliation necessary. They include at least one element outside the learner's home discipline that materially affects the outcome. And they require an explicit account of reasoning, since in integrative work the justification carries more information than the conclusion.

Facilitation matters as much as construction. Where participants come from different functions, mixed groupings allow disciplinary differences to surface naturally, and structured debriefing that asks which considerations were weighted, and which were overlooked, converts the experience into transferable insight. Questioning that requires assumptions to be stated and examined is central to this process rather than incidental to it (2). Cases drawn from the participants' own organisational context tend to generate stronger engagement, provided the underlying structure remains generalisable.

Assessing Cross-Functional Competency

Assessment designed for siloed learning does not measure integration. A knowledge test scores recall within a domain; a technical task scores execution within a domain. Neither detects whether a learner recognised that a second discipline was relevant. Rubrics offer a workable instrument, provided their criteria are drawn from the integrative outcome rather than from a checklist of topics.

A serviceable rubric for cross-functional work typically assesses four things: whether the relevant disciplines were identified, including those not signalled by the task; whether each was applied with adequate technical accuracy; whether conflicts between them were reconciled with defensible reasoning rather than avoided; and whether the reasoning was communicated in terms usable by a non-specialist audience. Each criterion needs performance descriptors specific enough to be applied consistently by different assessors, and calibration among assessors is essential where judgement is involved. Cross-disciplinary assessment is more demanding to administer than a knowledge test, which is a real cost and should be acknowledged; it is also the only way to obtain evidence that the integrative intent of a programme has been realised rather than merely declared. Interdisciplinary work is often reported to be harder to evaluate than work within a single field (3), and CPD provision should plan for that difficulty rather than assume it away.
