Continuing professional development has become a global activity carried out by organisations whose staff are distributed across several countries, legal systems and educational traditions. Yet the quality assurance (QA) frameworks that govern workplace training have not always kept pace with that dispersion. Higher education, by contrast, has spent three decades building transnational QA machinery designed precisely for the problem of comparability across borders (1, 2). This article examines what corporate human resources and learning and development (L&D) functions can reasonably borrow from that machinery, and where the analogy has limits.

The Globalisation of Skills

Fragmented training is rarely the result of neglect. It is more often the accumulated residue of local decisions that were each sensible in isolation: a regional office commissions a supplier it trusts, a newly acquired subsidiary retains its legacy induction programme, a function builds its own compliance module because central provision was slow. The outcome is a portfolio in which the same competency is taught at materially different depths, assessed by incompatible methods, and recorded in systems that cannot be reconciled.

The consequences are practical rather than theoretical. Mobility becomes expensive when a qualification earned in one jurisdiction is not trusted in another, and internal labour markets stall as a result. Analyses of skills systems repeatedly identify recognition and transferability, not the supply of training itself, as the binding constraint on adaptability (3, 6). Where an organisation cannot state with confidence what a given credential signifies, it will default to re-training, duplicating cost while eroding employee confidence in the development offer.

Defining Transnational QA in Business

Academic accreditation rests on a small number of transferable principles. The European Standards and Guidelines, for instance, place responsibility for quality with the provider, require published and consistently applied criteria, insist on the involvement of external and independent perspectives, and treat periodic review as an obligation rather than a courtesy (1). Translated into a corporate register, these become: a named owner accountable for each programme; documented design and assessment criteria that apply across all regions; independent verification by someone outside the delivering team; and a fixed review cycle written into the programme itself.

A parallel and more directly applicable instrument is ISO 21001, a management system standard for educational organisations that adapts the familiar plan–do–check–act logic to learning provision (4). Its value to L&D is procedural rather than pedagogical: it supplies vocabulary and audit structure that internal governance functions already recognise. Neither framework should be adopted wholesale. Academic accreditation is designed around degree-granting authority and multi-year cycles; workplace learning operates on shorter horizons and answers to operational rather than scholarly outcomes. What transfers is the discipline of explicit criteria and external scrutiny, not the apparatus.

Standardising Module Composition

Consistency is achieved most reliably at the level of module architecture. A defensible universal template contains five elements. First, learning outcomes expressed as observable capability and pitched at a stated level of demand, so that a module described as advanced means the same thing in every location. Second, an indicative volume of learning, since notional hours remain the most portable proxy for depth and underpin most credit and recognition systems (6). Third, an assessment method aligned to the outcome rather than to convenience: knowledge checks for knowledge claims, and evidence of application, such as work products or supervised practice, for capability claims.

Fourth, a specification of what may be localised and what may not. Regulatory content, examples, case material and language should be adaptable by design; outcomes, level and assessment demand should not. Distinguishing the two prevents localisation from quietly becoming dilution. Fifth, a record structure that captures outcome, level, volume, assessment method and date in a form that can be read by other systems. Where prior or informal learning is credited, the validation should follow published criteria rather than case-by-case discretion (2). Modules built this way remain applicable across general corporate, technical and postgraduate-level provision without being tuned to any single sector.

Continuous Compliance

Completion data measures attendance, not learning. Moving beyond a tick-box posture requires evidence gathered at more than one level, and the four-level evaluation logic remains a workable scaffold: reaction, learning, behaviour and results, with the understanding that the upper levels are harder to attribute and should be interpreted accordingly (5). In practice, most organisations can sustain routine assessment at the learning level and periodic sampling of behaviour change through supervisor observation or work-product review.

Continuity comes from cadence. A modest but genuinely maintained cycle, annual review of assessment validity, biennial review of outcomes against role requirements, and independent verification of a sample of modules each year, will outperform an elaborate framework that is audited once and then abandoned. The purpose of measurement here is corrective rather than declarative: findings should feed back into module revision, and revisions should be dated and traceable. Quality assurance that generates no changes is not assurance; it is documentation.

The wider point is that global consistency and local relevance are not opposing goals. They are separated by defining precisely which layer of a programme is fixed and which is free to vary, then holding the fixed layer to published standards and external scrutiny. That separation is the substantive lesson transnational quality assurance offers workplace training.
